Shorts or skirt?

Hello,
I was hanging out at the mall when I found this skirt.I loved it so much that it made me buy it!

It happened to wear the same converse as my photographer's.

Shorts:Rampage
Skirt: see thru Forever 21 skirt.
Converse:Guess converse
